Ohio marijuana patients often wonder if they can access pre-rolled joints at dispensaries. Unfortunately, the answer is no, at least not right now. While patients with an active Ohio medical marijuana card can purchase a variety of products from licensed dispensaries, pre-rolled joints are currently not allowed under state law.

Even though pre-rolled joints are popular in other states for their convenience and ready-to-use format, Ohio’s medical marijuana program currently takes a more restrictive approach when it comes to product types.

However, there has been recent progress and ongoing discussions within the Ohio Division of Cannabis Control about potentially revising product regulations to allow pre-rolls in licensed dispensaries down the line, signaling possible changes in the near future.

What’s Allowed in Ohio’s Medical Marijuana Program

Ohio’s medical marijuana regulations are specific about what forms are permitted for sale. Approved products include oils, tinctures, edibles, patches, and marijuana flower designed exclusively for vaporization. These forms are considered easier to regulate, test for quality, and dose accurately.

Pre-rolled joints, however, are specifically prohibited. They fall under the category of combustible products, which Ohio’s medical program has chosen not to allow. This means patients cannot purchase ready-made joints, even if they are made from legal marijuana flower, at any licensed Ohio dispensary, including for recreational users.

The Ohio Division of Cannabis Control has been reviewing product rules and exploring potential updates that could expand what’s available in dispensaries, including discussions about allowing pre-rolls at some point in the future.

Why Pre-Rolls Are Not Available

When Ohio launched its medical marijuana program, the goal was to ensure patient safety, consistency in dosing, and product quality control. Combustible products, like pre-rolled joints, were excluded due to concerns about inhaling potentially harmful byproducts of burning plant material.

There’s also the matter of additives. Regulators wanted to avoid the risk of unauthorized or unverified ingredients being included in pre-rolls. By limiting marijuana flower sales to formats intended for vaporization, the state can more closely control the safety and composition of products offered to patients.

Could This Change in the Future?

As of August 2025, no official rule changes have been made, and pre-rolls remain off-limits for medical marijuana patients in the state. If you’re a patient who prefers smoking over vaporizing, it’s worth keeping an eye on future announcements from state regulators. Policy changes can occur, and pre-rolls may become available in the future, but until then, patients and recreational users alike must adhere to the currently approved options.

While recreational marijuana is legal in Ohio, having a medical marijuana card still provides important advantages. Medical patients benefit from not having to pay the 10% tax that recreational users have to pay, and many dispensaries offer medical card discounts.

Additionally, medical dispensaries typically offer more personalized guidance and support tailored specifically to patient needs. Holding an Ohio medical marijuana card ensures you receive the best possible care and options designed for your health.

The Bottom Line

As of August 2025, medical marijuana users in Ohio cannot buy pre-rolled joints at licensed dispensaries. The current law limits available formats to non-combustible options and flower meant for vaporizing. While proposed updates to Ohio’s marijuana rules could eventually bring pre-rolls to the market, nothing has been finalized.

For now, the best way to stay informed is to follow program updates from the Ohio Division of Cannabis Control and talk to your dispensary about new product arrivals.
