  • Provides existing medical cannabis businesses with a head start in the recreational market.

  • Requires regulators to offer 40 recreational cultivator licenses and 50 adult-use retailer licenses, with a preference for applications from participants under the cannabis social equity and jobs program.

  • Allows municipalities to opt out of permitting new recreational cannabis businesses in their area but does not grant them the authority to block existing medical marijuana businesses from adding co-located adult-use operations.

  • Allows employers to maintain policies prohibiting employees from consuming adult-use cannabis.

  • Mandates regulators to collaborate with the Department of Mental Health and Addiction Services to provide cannabis addiction services.
