  • Taxation and Revenue Allocation: Issue 2 also addresses the taxation of marijuana. A 10% sales tax will be imposed on marijuana sales, with the revenue allocated to support various programs. These include social equity and jobs programs (36%), localities that permit adult-use marijuana enterprises (36%), education and substance misuse programs (25%), and administrative costs for implementing the system (3%).


  • Regulatory Framework: To ensure responsible adult use, the initiative proposes the creation of a Division of Cannabis Control under the state Department of Commerce. This division would oversee licensing, regulation, investigation, and penalties for adult-use cannabis operators, testing laboratories, and individuals requiring licenses.


  • Empowering Medical Marijuana Businesses: The proposal offers medical marijuana businesses a head start in the recreational market. Regulators will need to issue adult-use licenses to qualified applicants who already operate existing medical marijuana businesses within nine months of the initiative's enactment.
